Larimer County Assessor (1984, 1989 - 2002)
Conducted six biennial reappraisals of all real and personal
property in Larimer County, Colorado. Managed a staff of 50 and an annual
operating budget of $2 million. The total value of all properties valued in 2002
was approximately $14 billion.
Expertise in the development of multiple regression models and market-adjusted
cost models for the valuation of real property, and discounted cash flow models
for income-producing properties. Extensive systems analysis experience in
valuation and other automated systems. Skilled in budget and cash flow analysis
and modeling.
Expertise in all aspects of real and personal property assessment and taxation:
valuation approaches and methodologies for all classifications of property,
valuation appeals, and abatement and refund processes. Instrumental in halting
efforts to tax computer software as personal property.
Honored as the first Assessor of the Year in Colorado. Served as
President of the Colorado Assessors Association and as chairman of that
association's legislative, audit, finance, and assessment issues committees.

Certified Public Accountant (1984 - Present)
Small business and personal income taxes, statistical modeling,
political campaign analysis and strategy, and litigation support in the area of
pension valuations. Extensive experience with federal, state, and private
defined benefit retirement plans. Accepted as an expert witness in the valuation
of pension benefits in divorce proceedings.

Naval Flight Officer (Lieutenant) and bombardier/navigator in A-6
Intruder tactical jet aircraft; deployed on board the USS Independence
and the USS Eisenhower.
